Grupos que el Departamento de Estado Norteamericano considera terroristas según el último reporte anual sobre el terrorismo en el mundo, en su edición de 2010, dado a conocer el pasado 18 de agosto de 2011:

Dice que hasta ahora no se ha detectado la presencia de agrupaciones terroristas internacionales en México, empero, las autoridades mexicanas llevan a cabo acciones que les permiten estar preparadas para encararlas,
El documento —publicado el pasado jueves 18 de agosto en la página web de la dependencia— señala que durante el año pasado el gobierno mexicano “permaneció vigilante contra amenazas terroristas domésticas e internacionales” y “trabajó con sus vecinos para incrementar el control de su frontera en el norte y el sur”.
Además, aunque no hay evidencia sobre nexos entre los criminales mexicanos y grupos terroristas, la estrategia mexicana para desmantelar a las organizaciones delictivas que operan en su territorio ha hecho más fuertes sus instituciones de seguridad.
Los incidentes terroristas registrados en México en 2010, según el documento, se limitaron a la actividad del Frente por la Liberación Animal, que detonó pequeñas bombas en bancos y centros comerciales de la Ciudad de México, así como a la amenaza del Ejército Popular Revolucionario (EPR) de recurrir a la violencia en protesta por la desaparición de dos de sus integrantes.
Foreign Terrorist Organizations (FTOs) are designated by the Secretary of State in accordance with section 219 of the Immigration and Nationality Act (INA). FTO designations play a critical role in the fight against terrorism and are an effective means of curtailing support for terrorist activities.
Legal Criteria for Designation under Section 219 of the INA as amended:
1. It must be a foreign organization.
2. The organization must engage in terrorist activity, as defined in section 212 (a)(3)(B) of the INA (8 U.S.C. § 1182(a)(3)(B)), or terrorism, as defined in section 140(d)(2) of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 (22 U.S.C. § 2656f(d)(2)), or retain the capability and intent to engage in terrorist activity or terrorism.
3. The organization’s terrorist activity or terrorism must threaten the security of U.S. nationals or the national security (national defense, foreign relations, or the economic interests) of the United States.
